THE NIGHT DISPATCH / N06
The register with twelve windows
Coverage instruction
At the orchard shelf, a ruled place is a place for evidence, not evidence in its own right. Count the surviving observations on Q28 against the expected coverage on Q29. Check which slips Q30's clock certificate actually verifies.
Use OPEN when a verified survivor exists but expected coverage is missing; OPEN preserves the unanswered schedule. Use CLOSED only when all expected observations survive and their labels are covered by the certificate. This protocol does not treat missing leaves as zero moths. If the survivors cannot be verified, use UNVERIFIED.
These are dispatch states, not claims that the orchard physically opened or closed. A state describes what the surviving archive can support.
